Multiple Intelligence International School (MIIS) is planning to
transfer to a new location along Katipunan Avenue in an area where the
construction and additional school operation are not allowed.
MIIS recently purchased the said property from Quezon City Councilor
Eufemio Lagumbay at corner Highland Drive and Katipunan Avenue, Blue
Ridge A, Quezon City. MIIS plans to construct a school building7-storey’s high, with 3-level basement, in effect 10 storeys. The
proposed building has a declared capacity for 1,500 students and parking
slots for 71 cars.
Its recently acquired property in Blue
RidgeA is only 3,000 square meters, way below the DepEd requirement of 1
hectare for a school with 50 to 100 students. MIIS currently has 800
students and the school is targeting 3,000.
MIIS is in violation
of DepEd regulations prohibiting schools beside major thoroughfares. In
addition, long-standing establishments within a 100-meter raius of the
property are serving alcohol.
The project if implemented will
eventually become a burden to Blue Ridge A community because the school
will exhaust basic utilities like water and the school will overburden
the community’s sewage and drainage systems. The target number of MIIS
students is actually larger than the entire population of Blue Ridge A.
MIIS plan to transfer to this location runs counter to the Special
Urban Development Zones (SUDZ) objective of preventing traffic
congestion. Traffic flow is already slow and allowing 800 to 1,500
vehicles to bring students, fetch students, and wait for students during
rush hours will worsen the current bad situation along Katipunan Avenue
while entailing the school to use ingress and egress points. The school
will also be using a Blue Ridge A fire lane, which is a violation of
Republic Act No. 9514 or the Revised Fire Code of the Philippines.
Law under Ordinance No. SP-2200, S-2013 or the Revised Quezon City
Comprehensive Zoning Ordinance (Series of 2013) does not allow the
school’s existence in the planned location.
The current zoning of
the property is a Special Urban Development Zone as published in the
Manila Times on July 8, 2013. A law is deemed in effect based on the
effectivity clause of the law or 15 days after publication in a major
daily. This ordinance took effect after its aprroval. The Quezon City
Council approved the said Ordinance on February 11, 2013 and was signed
by Mayor Herbert Bautista on March 25, 2013.
The former property
owner, Councilor Eufemio Lagumbay himself is a principal author of the
said Ordinance. The new zoning classification does not affect exisitng
establishments in the area and in fact protects the surrounding
communities from degradation. A SUD Zone preserves and protects the
distinct or special character of the community to control physical
development and to prevent traffic congestion, deterioration of
services, facilities and environment and other problems affecting the
general public.
The planned school building of MIIS along
Katipunan Avenue will be the tallest building in Blur Ridge A and will
be sitting on a ridge less than 1 kilometer from West Valley Fault Line.
The school will be a seven-storey building, 7 storeys above the ground
with 3 basement levels. It will endanger not just the lives and
properties of Bule Ridge A residents but also the lives of students and
staff of MIIS.
The general public is hereby called to oppose this
MIIS plan. Traffic flow is already slow in the area especially during
rush hours. The planned MIIS school will worsen the traffic situation.
